City Keeper is simultaneously the worst and the best commander in Rise of Kingdoms. Simply bringing City Keeper near a whale’s Tier 5 city is enough to destroy them without even attacking. All you need to do is show up near their city, and their troops will flee, never to return. With his unparalleled talent tree build, City Keeper will claim all the women, wine, and gold for himself. The only drawback of City Keeper is that he is, quite literally, a waste of pixels. Despite this, he is a 10/10 commander overall.

The city guard or city watch was a type of law enforcement and security organization found in many different countries and historical periods, usually subordinate to the local municipal government. “City keepers,” on the other hand, were unofficial organizations (although they were authorized by their respective governments) committed to ensuring the safety of small cities. Historically, many big cities had their own guard forces, which doubled as policy and military forces in times of need, while small cities generally suffered from lack of permanent security forces. That is why city keepers came to be.
